Asbestos Abatement Regulations in South Africa, based on the Occupational Health and Safety Act (Act 85 of 1993) and Asbestos Abatement Regulations, 2020, which officially repealed the older Asbestos Regulations of 2001.

Purpose

To regulate the identification, assessment, management, and safe removal of asbestos in workplaces and buildings to prevent exposure and related health risks.

Asbestos Management Plan
(AMP)


A formal Asbestos Management Plan
must be developed if any ACMs are present.

The AMP must include risk assessments, control measures, procedures for maintenance or removal, and
emergency protocols.

Inventory of Asbestos-
Containing Materials (ACMs)


Every employer or building owner must identify
and compile an inventory of all asbestos-
containing materials (ACMs) present in
buildings or structures under their control.

An asbestos inventory must be reviewed
and kept up to date, and made
available upon request.

Risk Assessments
 

Baseline risk assessments must
be conducted by a competent person
to determine the risk of exposure
to asbestos.
 

Where necessary, a detailed
exposure risk assessment
must be performed.

Clearance Certification
 
After asbestos removal, a
Certificate of Clearance must
be issued by an approved
inspection authority (AIA)
confirming the area
is safe for reoccupation.

Notification & Licensing for
Work Involving Asbestos

Any planned asbestos work (including
removal or maintenance) must be notified to the Department of Employment and Labour
at least 14 days in advance.

Only registered asbestos contractors
with valid certificates issued by the
Chief Inspector may conduct
asbestos abatement work.

Medical Surveillance

All workers potentially
exposed to asbestos must undergo
medical surveillance by an
occupational medical
practitioner.

Training & Competency
 
Workers involved in asbestos-
related tasks must receive approved
training from a registered training provider.
 
Competency must be demonstrated
before engaging in any
asbestos work.
